Suggestions needed of small blue tropical fish. I would like them to only be about an inch or so fully grown so that I can have 78 fish.

for very small blue fish...you only have a few chooses...
danios such as zebra or leopard
neons

if it were me though i would get 6 neons and a betta for that size thank

kissing gouramis get about 12in each....i would say that is a no for a 10 gallon

Get neon tetras

Blue tetras are very pretty in a blue tank. Also check to see if you like guramis. They have pink white and blue. Kissing guaramis are very pretty as well. they all look good in a blue tank and get along with one another fabulously. I love the fancy tail guppies mixed with two guaramis and about 5 blue tetras.
