 Post subject: taking care of a wild cat?

i found a cat living outside my apartment and my mom told me that are neighbors moved and abandoned it but my mom wont let me bring it in but im allowed to make like a house for it and stuff. but im not sure how i would take care of it and if it could survive in portland during winter cause it gets pretty darn cold in here.
