My budgies play at the bottom of the cage. In the wild budgies walk along the ground hidden in long grass looking for food. There is no rule saying that parakeets have to always be on a perch and not the floor.

put a heat mat under the cage she could want to lay eggs and heat could speed things up if by tmorrow with an heat mat she has not layed any eggs and she is still on the bottom take her to the vet

She is most prbably sick. Birds dont usually hang around the bottom of their cage unless they are sick or injured. In the wild and in captivity birds are great at isguising injury or sickness. It is their way of surviving. When birds feel they have been caught out on their sickness they do the most obvious thing to say other wise. They eat. However when a sick bird eats yo may notice they are not actually eating but rather chewing food and dropping it as they get more. She may have a vitamin defficiancy or is stressed out by something. You will haver to take her to the vet so they can give her a full check up. Look around for an avian vet as normal vets are not all that cluey about smaller pet birds such as parakeets.

btw potato so wins..

i woke up this morning and i saw loggan a female parakeet was at the corner at the bottom of her cage i opened the door and try to touch her but she started moving around still at the bottom. Loggan ran to the food bowl and start eating and then she stopped eating... after a while loggan fly up to her perch with carrot. What was logggan doing at the bottom of the cage? o.o Sneaky lil fella
