most are. typically, budgies and cockatiels are considered the "bread and butter" birds since they are typically easy and willing to breed. i have a friend who breeds both in a flock. his cage is large with nestboxes throughout the aviary. he gets many babies a year!!
he uses the money he makes off these babies to buy bulk bird food for his other parrots, pheasants, quail ... etc
are you thinking of breeding budgies??
